I will be working on this as time goes on but, I'll get down what I can.
As most of you are aware of by now, bases need a lot of duty officers. The best way to get these is, of course, doing recruitment missions but those take days to complete. In addition, they have a "days" long cooldown that starts on mission completion. Bases also, mainly, use common officers with the more hard to come by ones being used on specialty assignments.
There are several alternatiives to grinding you're officers the hard way.
1) buy duty officer packs from the exchange. This has thbe advantage of being cheaper than most doff specializations. But tbe drawback is you may not get anythibg the base can use at the time.
2) buy the specific officers from the exchange. Very expensive over time.
3) buy packs from the Z-store. This takes either tons of work or a lot of real world cash buying zen. Again, this has the same draw backs as getting the doff packs from recruitment missions in that you may not get what the base needs at the time. Also, you may get the needed specialization but the quality will be wrong. This is much more likely to happen since only 4 doffs will be white level. After that your guaranteed 2 greens or better and 1 blue or better. So there is a chance of getting 4 white and 3 purple, whereas the duty cadres can have 7 white.
