A while ago i asked someone who had purchased all the duty officer slots that they could have on a character, and their answer was thus: its so once i fill up the roster, I can just go through and dismiss about 350 of the ones i dont need and i get a few days worth of refinement cap of dilithium."
It wasn't until my crownhead character nearly had 200 duty officers of his own(his current limit by the way) that i decided, instead of paying dilithium and white level officers for green ones, i'll just dismiss the ones that i really have no use for. About 25 officers later, i had dropped my roster down to around the 150 mark, and i now had over 2,500 dilithium ore. Now i did get rid of a few greens that had traits that were undesirable for their jobs, like unscrupulous on a doctor or counselor, but in retrospect i probably should have hung onto them, as i could have traded those 3 along with 2 others for a blue level.
At anyrate, if you are hurting for roster space, and continue to recruit for the commendation experience or just hoping to get better duty officers, but need the room, just go through your roster one specialization at a time, and delete the ones you dont need. Most specializations, you dont need more than 5 officers in each one. However there are some you dont need more than 2 or 3.
