Recently the Duty Officer system in STO was wholly revamped. Now, instead of having to check sector by sector for certain assignments, or going from sub-area to sub-area for variations on assignments, like recruitment for example, most assignments are now handled from your ships, or a friends ships interior. Also, there are contacts around the galaxy that handle certain assignments.
For starters, Recruitment assignments.
A contact in the history area, in the alcove with Lieutenant Ferra, handles general recruitment and all duty officer cadre assignments. These can take 20 hours to 2 days to complete. Also, because this officer is human, she also has a special assignment where you pay an amount of dilithium, usually a small amount, and 5 officers of the same grade(white, green, blue) for an officer of the next grade up. 5 blues gets you one purple if you will.
Also, north west outside that building are what appears to be an andorian and a tellarite arguing. These both have the same reassign 5 officers assignment, but where the human officer takes 5 random doffs of the same color and gives you a human doff of the next grade up, these give you one random andorian and tellarite doff. by the way, these assignments take seconds to complete. Also these 2 officers, and a Vulcan doff contact, south of the center academy emblem in the grass at the academy, who gives a random vulcan doff for 5 of your unwanted, all 3 have another assignment called [insert race name here] cultural exchange program. This assignment takes 20 hours to 2 days, but usually gets one white duty officer from its respective race.
The Re assign under performing officers mission, while it costs dilithium and 5 officers, is a great way to do 2 things. You can get rid of officers of a specialization you have way to much of. Like Conn officers, for example, 3 of my characters had 10-15 each, for a green, blue or purple one depending on the color that the 5 unwanted are made up of. The other great thing, is you can fill your roster with higher grade duty officers.
Some have expressed confusion of what the grades do, and that quality reward bonus. Basically, if you have an assignment that says, 10% chance disaster, 25% fail, 50% success, 15% critical success, and the one officer required is "any" but a chance of success will be improved if a security officer is slotted there, and what you got is a white security officer, and a purple biochemist. Your chances of succeeding will actually be a lot better with the bio chemist. It has something to do with how higher quality duty officers are more adaptive to the tasks that they could be presented with. In fact, a blue or purple level duty officer can have no required success or critical success traits and still to a mission better than a white level officer who is the right specialization with all desired traits.
In addition to going to one section of the academy for contacts, there is a trader on the promenade of Deep Space nine, lower level, near the entrance to quarks. He handles Trading assignments.
As for inside the ship, there are more options available. If you go to engineering, the engineer has assignments that pertain to engineering aboard the ship, and also some deep space assignments. She also handles constructing weapons platforms from a prototype, construction of MK XII prototype consoles from an alien artifact, and others. She also has assignments for making ship batteries, components, and other things, using dilithium.
The operations officer, also in engineering, handles things centered around crew efficiency and morale. His missions Typically include things like on board poker matches, to drinks on the town, and shore leave. And usually give development experience. In the engineering lab, there is a scientist that handles science and exploration missions. She also handles ground device construction(hypo's, weapon and shield charges) using dilithium. Also her special assignments include, all the tribble gene-splicing missions, and data sample analysis missions.
On the crew deck there are 4 contacts. A bartender, a chef, a counselor in the lounge, and as for the doctor, guess where he is. The bartender has 2 1 minute assignments, pour drink and special reserve. Also the bartender handles the extreme bar-tending assignments. The chef does the culinary credentials missions. The counselor has special counseling missions for development experience, but its 3 separate counseling sessions with junior staff. The ships doctor has missions regarding medical related tasks.
On the bridge, you can get military and diplomatic related assignments using the computer on your desk in the ready room.
Also, i saved the best info for last. that turn over confiscated contraband for 2,000 dilithium ore mission. you cant pick that up in sector space anymore. Instead, you go to a caitian security officer in the core of earth space dock. She is found in the north west portion of that room. She also handles the transfer prisoners to HQ mission but who cares about that one? The turnover missions can sometimes be restarted immediately after claiming the rewards for a previous run through.
Now i have heard some people saying they don't like having to go all over the place for missions, but this is the question that I ask. Would you rather quickly go to the right person on your ship or location to get the assignment guaranteed or would you rather fly from sector block to sector block tracking the mission down, only to close in on the right sector and have the assignments update themselves, like they do every 4 hours, and have to go searching again? The reason for the revamp solves not only that problem, but also chain assignments that show up when you don't have the required items, or you have the items but not the mission, now you can go to the right guy and ORDER it to be done once you have the requirements, but also you can request specific variations. Also there was about 20 or so missions added to every category. this way you can keep your duty assignments easy to sort through, and you don't end up with a list a sector block long.
As for the klingon side of things, he security officer for the contraband mission is in the High council chambers. Also instead of a counselor on the crew deck its a brig officer. Other than that their system is the same. Go to the academy for recruitment, and so on and so forth.
